Planning lookup for an address
Objective, sourced and dated. This is an independent lookup, not a list of property for sale.
Principle
If the basis is missing, we say so
Every figure carries a verification level and a legal source. Where the basis for a given plot is not sufficient, the system shows “Not enough data” — it does not infer a number.
The lookup is kept entirely separate from the portfolio: it shows no asking price, no owner, no lease and no transaction status for any file.
Five verification levels
Every figure carries its own label
- v1 — Legally confirmed
- The indicator has a legal document determining it directly for that exact parcel, with decision number and issue date.
- v2 — Cross-checked against the plan
- The parcel has been located on the official planning map and the applicable plan identified.
- v3 — Reference only
- Only a standard or area-level basis exists — usable as reference, not as a conclusion for the parcel.
- v4 — Insufficient basis
- No official source determines it. The system shows “Insufficient data” instead of producing a figure.
- v5 — Data conflict
- Official sources contradict each other. The originals must be reconciled before any indicator is used.
Legal sources and validity
Order of reconciliation
Official planning map → approval decision → Official Gazette → architecture management regulation → QCVN. An indicator is published only when tied to an official source, decision number, applicable plan and check date; short of that it keeps the label “Unverified”.
- ①HCMC planning information portal ↗Official planning map · GIS (parcel location · land-use function · planning boundaries · plans)
The PRIMARY source for locating the parcel and identifying the applicable plan. Note: cadastral data from 2003–2005.v2 - ②Planning approval decisionHCMC Department of Planning and Architecture · with attached drawings
SOURCE OF INDICATORS — density · FAR · height · setback are published ONLY where the decision states them clearly.v4 - ③HCMC Official Gazette ↗Reconcile decision number · issue date · validity
Authenticate the document: decision number, issue date, still in force.v4 - ④Architecture management regulationHCMC People's Committee / district level
Cross-check height · setback · built form by area.v4 - ⑤QCVN 01:2021/BXDMinistry of Construction
Standard basis — formula reference only (maximum density by lot area), NOT a conclusion for the parcel.v3 - ⑥HCMC state land price schedule 2024Appendix to the adjusted land price schedule (unit: VND million/m²)
In use — street catalogue and residential land unit price (not a planning indicator).v1

Data layer status
Public lookup not yet open
v4 — Insufficient basis
The data layer is being built to the sourcing standard — public lookup is not yet open. A GIS planning map (pick a location directly) will integrate sourced plan layers and planning boundaries. In the meantime, NBRE takes parcel-by-parcel lookups on private request.

The city zoning layer, on the asset map
The asset map carries the zoning layer from the HCMC Department of Planning and Architecture, with a 25-category land-use legend, alongside the metro network and the ring roads. Toggle the layers at the bottom of the map. Open the asset map
Parcel-level lookup
Send the address, NBRE reconciles it
NBRE cross-checks the plan, the road-boundary decision and the cadastral map for your exact parcel, returning a sourced result with its verification level.
